Merrimack Man Arrested Twice in 3 Hours

He was charged on nearly identical drunken driving charges twice on Friday.

A Merrimack man who was arrested Friday, April 6, for operating under the influence of liquor and conduct after an accident was taken into custody only three hours after his initial arrest on nearly identical charges from the earlier incident.

Jeffrey W. Graham, 36, of 90 London Court, Merrimack, was charged with operating under the influence of liquor – a second offense, two counts of conduct after an accident and breach of bail conditions when police were called to Dolly Road around 6:40 p.m. for a reported hit and run accident.

Police were unable to immediately locate the car that was described in the accident, which reportedly struck a mailbox and a fence and then fled the scene. The vehicle then returned to the area, driving south on Front Street toward London Court, police say. Upon making contact with the driver, police noticed signs of impairment and placed him under arrest for the second time of the day.

At 3:30 p.m., police received at call from a motorist reporting an erratic driver who was in and out of the lane of travel and had struck a mailbox and kept driving.

Police say they located the described vehicle and pulled it over as it turned into the parking lot of a business on Daniel Webster Highway. They say Graham, the driver, showed signs of impairment and he was subsequently arrested for OUIL and conduct after an accident. He was released on $2,000 personal recognizance bail and scheduled to appear in Merrimack's district court on May 15.

When he was arrested again during the evening, Graham was held on $5,000 and transported to the Hillsborough County House of Corrections in Manchester where he was held until his arraignment in Merrimack on Monday.

Also arrested recently were:

Scott A Arsenault, 51, of 42 Lyndale St. Methuen, Mass., was charged on April 5 with harassment – the result of an investigation into a complaint of telephone harassment on April 4. Police say a female caller reported Arsenault was calling and leaving messages after he'd been advised not to contact her, police say. Arsenault turned himself in to police upon learning of the warrant, police say. He was released on $750 personal recognizance bail and ordered to appear at Merrimack's district court on May 15 to answer to the charge.

A 16-year-old juvenile was charged with two counts of simple assault on Thursday, April 5, after police responded to Thornton Road West for a domestic disturbance. Police say the teenage girl had left the residence by the time they arrived, but turned herself in later in the night. An investigation determined she'd punched a member of the household in the face, twice, during an altercation. She was released to a family friend and will appear in juvenile court at a later date, police say.

Halvard Solberg, 52, of 5 Haines Terrace, Merrimack, was charged with domestic related criminal trespass/mischief at 3:47 a.m. on Monday. Police say they received a 911 call reporting a man had kicked in a door at a Haines Terrace residenced. Upon their arrival, authorities found Solberg outside the residence and determined he'd entered the home without being permitted to do so, police say. He was transported to the Merrimack Police Department and released on $2,500 personal recognizance bail pending an arraignment Monday morning.
